A flat roof can often be repaired for years, but it stops paying when wet insulation, a failing deck or repeat leaks take over. This page covers the full replacement, while the whole system family sits under flat roofing. If you are choosing a material, our pages on TPO roofing and torch-down roofing compare the two most common replacement systems.

When does a flat roof need replacing instead of more patches?

Look for spread. One leak at a drain is a repair. These signs, found together, point to replacement:

  • Wet insulation that squishes underfoot or shows dark in a cut sample
  • Cracking or alligatoring across most of the surface
  • A soft or sagging deck, or water that never drains
  • Repeat leaks in new places after each repair
  • Many layers of old roofing with no room for another

Add up past repairs. When the running total begins to look like a real share of a new roof, the money belongs in the new roof. The same logic applies to a recoat, which we cover in roof coating.

Replace, recover or coat: choosing the scope

A tear-off removes every layer down to the deck. A recover adds a new membrane over the old one. A coating renews a sound surface.

California's residential code does not allow a recover over a roof that already has two applications, or over a wet or deteriorated one. A recover also leaves wet insulation sealed in. For those reasons we lean toward tear-off whenever a roof has leaked for a long time.

A moisture check helps. Cut samples or an infrared scan can show where the insulation is wet, so you replace the roof where needed and not more than needed. We would explain the findings before you decide.

What does a full flat roof replacement include?

A full replacement rebuilds the roof from the deck up. On our estimates we list each layer separately so you can compare bids line by line:

  • Tear-off and haul-away of the old membrane, gravel or cap sheet, plus any wet insulation
  • Deck repair, with boards replaced and explained first
  • Vapor control and insulation, including tapered boards where the fall needs rebuilding
  • The new membrane, such as single-ply, modified bitumen or foam, chosen for the building
  • Flashing, drains and edge metal, carried up every wall, parapet and curb

Membrane choice is a real decision. White single-ply sheets, covered on our TPO roofing page, reflect heat, while torch-applied sheets hold up to foot traffic, as the torch-down roofing page explains. The deck, the traffic and the building decide.

What a flat roof tear-off and replacement involves, step by step

  1. Measure and photograph. We record the roof area, drains, parapets and penetrations, and note what sits under the old surface.
  2. Protect the property. Yards, windows, vehicles and walkways are covered before debris starts coming off.
  3. Tear off to the deck. Old layers and wet insulation come off, and the boards are checked for rot.
  4. Repair the deck and build the fall. Bad boards are replaced and explained first. Tapered insulation or new drains correct the slope.
  5. Install the new system. Insulation goes in, then the membrane, with flashing carried up walls and parapets.
  6. Clean and check. The site is cleaned and checked before we leave each day.

Reviewers mention that plywood replacement was explained before it was done, and one customer says a magnetic roller was used to check for missed nails.

Insulation, slope and drains: decisions made during replacement

These three choices decide how well the new roof performs. Insulation affects energy use and code compliance, and tapered boards can create the fall that the old roof never had. Drains and scuppers have to carry the water that the slope delivers, so size and placement matter. Parapet height and flashing details finish the system.

Ask the same question of every quote: where does the water go? A line item for tapered insulation or drain work tells you the bidder looked. A single number for "re-roof" does not.

What goes into the price of a new flat roof?

The system comes first. Torch-applied sheets, single-ply membranes and foam price differently, and each carries its own labor. After that, the roof size, the number of layers to remove, the deck condition, the insulation, the drains and the height of the building move the number.

Angi estimates roof replacement in Los Angeles at roughly $4 to $12 per square foot, averaging about $8.60, or about $17,200 for a typical 1,700 sq ft home (accessed November 2026). That is for roofs in general, not flat roofs specifically, so treat it as context. Our price comes in writing after we see the roof. Our guide to flat roof cost in Los Angeles explains the line items.

Permits, cool roof rules and asbestos checks for flat roof replacement

In the City of Los Angeles, replacing a roof generally needs a building permit or, for eligible single-family homes, a certificate of compliance from a contractor in LADBS's Certified Licensed Contractor program. LADBS also has an Express Permit path with no plan check for some re-roofs. Your contract should name who pulls the permit, and one customer says their permit process was taken care of.

Replacements covering more than half the roof must generally use a cool-roof-rated product, and rules vary by slope and climate zone. Use the California Energy Commission's zone lookup for your address. Older roofs can also hold materials that may contain asbestos, and we recommend lab testing before removal if we see signs.

We cover low-slope roofs across the county. West Hollywood is mostly apartments and condos, and Santa Clarita is a long drive north. Ladera Heights is an unincorporated hillside community, so permits there run through the county. South Pasadena has heavy tree cover that loads drains.

What to get in writing before you sign a flat roof contract

Ask for the scope, the system, the insulation, the drain plan and the permit responsibility in the contract. Ask for the manufacturer's warranty terms and the installer's workmanship terms, both in writing. California limits a home-improvement down payment to $1,000 or 10% of the contract price, whichever is less, and generally gives you at least three business days to cancel. CDI advises no final payment until the building department signs off.

Flat Roof Replacement: common questions

When should a flat roof be replaced rather than coated?

Replace when the insulation is wet, the membrane is cracking across the roof, the deck is soft or sagging, or leaks keep coming back in new places. A coating needs a dry, intact roof underneath. If a moisture check shows trapped water, coating only buries the problem. We look at the evidence first, then show you both options with a written price for each.

Does a new flat roof need added insulation?

Often it does. California's Energy Code sets insulation and cool roof requirements for many re-roofs, and the rules depend on the building type and climate zone, so check with your building department. Added insulation can also be shaped into slope toward the drains. We review the rules for your address before we price, so the quote matches what the permit will ask for.

Can drainage be improved during replacement?

Yes, and a replacement is the best time to do it. Tapered insulation can build fall toward drains, new drains or scuppers can be added where the structure allows, and low spots can be reframed or built up. We measure the roof first so the plan shows where water goes. A roof that drains well lasts longer.

How long does a flat roof replacement take in Los Angeles?

Many small flat roofs, such as a garage or an addition, take a few days, while larger apartment roofs take longer. Rain, deck repairs, curing and inspections can stretch it. Because a stripped roof is exposed, the work is planned so the building is closed in at the end of each day. We give a schedule once we have measured.

Can a new flat roof go over the old one in Los Angeles?

Sometimes, but California's residential code does not allow a new roof over a roof that already has two applications, or over one that is water-soaked or deteriorated. A recover can also hide wet insulation. A tear-off to the deck is the cleaner path because it shows us the condition of the boards underneath.

Areas served for flat roof replacement

  • Whittier, CAWhittier's older uptown buildings and postwar homes mix flat and low-slope roofs, and the city runs its own building department, separate from LADBS.
  • East Whittier, CAEast Whittier is unincorporated, so LA County handles roof permits, and tree-lined postwar streets drop leaves that clog flat roof drains.
  • Quartz Hill, CAHigh-desert wind and sun in the west Antelope Valley are hard on membranes, and it is a long drive from Van Nuys, so we would talk through visit timing first.
  • Marina del Rey, CASalt-laden harbor air attacks metal parts on condo and apartment roofs, so edge metal, fasteners and drains get close attention on a replacement here.
  • Lennox, CADense small homes and apartments close to LAX mean tight access and neighbors near the work, and permits for this unincorporated area run through LA County.
  • Placentia, CAPlacentia's 1960s and 1970s tracts are reaching repeat re-roof age, and flat patio covers and additions on them often need replacement along with the main roof.
  • Mira Monte, CAHeavy oak canopy over rural Ojai Valley lots drops debris on flat roofs and drains, and this unincorporated area is in Ventura County rather than LA County.
  • La Puente, CAModest postwar homes and small commercial corridors give La Puente both flat-roofed shop buildings and house additions that may need full replacement.
  • Santa Ana, CASanta Ana's 1920s homes in districts like Floral Park often have rear flat roofs over additions, and the city handles its own permits in Orange County.
  • West Hollywood, CAApartments and condos dominate West Hollywood, so replacing a flat multifamily roof is planned around residents, rooftop equipment and the city's own permit office.
